Personally, I don't see a need to insist on this. The commercial programs are
not set up to do this at present. And I tend to believe the participants are
honest.

I suppose that's ok. Also, while I'm very grateful to the TD, I'd like to see
future tournaments better about starting rounds on time. And we should have some
threshold for forfeiting a program that can't start its game after the round
starts: 10 minutes, or 15, or whatever. Just make the rule clear so it doesn't
have to be made up on the spot.
