Every message must wait to be read by a moderator before it is posted. Moderation is much more work that way. There is a new group in the alt.* heirarchy which is robo-moderated. Everyone's first post is held until they acknowledge reading the FAQ/charter. Then the bot moderator simply approves all messages from anyone who does not get themselves on the banned list. The human administrator of the bot issues warnings for inappropriate messages and penalties from short term to permanent bannings.
