Nope - this is about TPR and ICC standard rating. ICC standard rating gives only
an _extremely_ vague impression of engine strength for several reasons. For one
many engines simply don't play standard games against other computers at ICC at
all. When it is about the high-rated ones - they play in kind of a closed pool
of maybe 10 strong engines always against each other - rating inflated by the
occasional game thrown in against a weaker opponent IMHO.

I really recommend to not use the standard rating for the seeding again - or
only as secondary information if nothing else is availlable. For example a
seeding based on CCT3 performance would have made more sense if you look at the
final result - not that I think the seeding influenced the final result much.

When it is about Hiarcs I agree to your assessment that it is very strong and
simply had a bad tournament.
