I think you are mistaken. I think cheating happens on every level and with
almost any time control. You might want to 'finger DrUnclear' on ICC next time
you're there. He has written a homepage about cheating in ICC. (and similar
chess servers) Some good stuff. :)

Of course if you mean the 14 year olds (no pun intended!) who have a T1-link and
a P1000 with 10000 GHz and Fritz17, they usually are at the top of the rating
list. ;)
