I believe that in the championship of USA it is illegal but in international
tournament it is legal and also in many national tournaments like the israeli
championship it is legal.

I finished my game with 6.5 out of 8
the only player who have theoretical chance to get 6.5 out of 8 are the female
world champion in correspondence chess Luba kristol(3.5 out of 5)
and GM abir har aven (2.5 out of 4)

I won both of these players with the black pieces.

other players with good results are
pinhas azar(3.5 out of 6)
yoav dothan(finished with 4.5 out of 8)
dov rozenberg(3 out of 6)
moshe glazman(3.5 out of 7)

micheal gavish has 1 out of 6 and the only player who does not use programs to
help him(david vaichel) has o out of 6.
