It depends.  If you are using an old Win 3.1 DOS-box, you can use DJGPP, though
you won't get the long filename support.  For Win 9x and above, your best bet is
Cygwin's GCC.

As far as the Wcrafty executables on the FTP site, they were done with Mi¢ro$oft
Visual C++, either professional or enterprise edition.
