Whatever it is, it uses the MS runtime library.  Here is a small string sequence
I pulled from the binary:

R6009
- not enough space for environment
R6008
- not enough space for arguments
R6002
- floating point not loaded
Microsoft Visual C++ Runtime Library

I have a hunch that it is an experimental compiler, and not for external
consumption.

They are better for clustering systems and vector machines.  I doubt if they are
vastly superior on a single CPU PC.

It takes Eugene a couple days (minimum) after the release of the crafty sources.
 Whether he does a long profile or just starts slow, I don't know.
