How should a 2700 player perform? Have a 2700+ TPR for every performance? None of them do that. Having a bad tournament does not make you a bad player. Ten bad tournaments in a row is a slump. And even a slumping Van Wely will knock the stuffings out of most GM's. I'd say that's a pretty good player.
