A _single_ tournament is not enough data. If you take the same set of programs and play 50 tournaments, it is likely that _each_ program will win one of them. But it is also very likely that the best program will win more of them than any other single program. Its all about statistics when everyone _really_ wants absolute truth. There are no absolutes in games like this where luck can be just as important as skill in a position or two.
