No
The idea of Rf7 and Nc6 is to threat mate and after the knight is captured it is
perpetual check so there is always threat.

I suspect that the problem is simply that Rebel does not use the KQN vs KR
tablebases because it can save it from the problem of not seeing the perpetual
check.
