You would have to write a program.

Since bzip2 comes with full source code, it should be pretty easy.  Just include
the decompressor and concatenate the compressed data to the binary.

The bzip2 executable is very small anyway.  If the end-users can't handle
running bzip, just do it for them with a bat file or something.
