I highly doubt there is a way to convert from an OBK to a PGN file. But others
here have reported that there is a way to convert to a CTG file.

This is what Mogens Larsen posted elsewhere:

There isn't an OBK->CTG converter AFAIK. When you create a new (ctg) book under
the Chessbase GUI it's possible to import an "Old Book". The formats available
are FBK, OBK, MVS, BOK and CGS. I've tried directly with an OBK book without any
success. But there is a tool than can convert from OBK->FBK (Old Fritz format).
The result can be imported into a new CTG book. That's the method I've used at
least. There might be an easier way.
