Subject: What is the best of the best input value of ECO-relative length ?

There are many games which are highly rated and ended  up in less then 20 moves.
Of course there are many which ended in more then 80 moves .
         So actually what will be the best very best value of inputing
ECO-relative length in creating highly rated books from the high quality
games?Thank you very much for your help.
