Subject: Notables missing from IPCCC.. why?

I would have thought there would have been more participants at this years
IPCCC. Does anyone know why some of the following programs are not listed as
participants?

Rebel Century ( I know it is in a GM match, but still could be operated. )
Rebel Tiger
Junior
Goliath
Crafty

With these excluded there is not much competition for Shredder, Fritz and
Gandalf. Sure Diep is there, but it has never finished really well in these
events. Possibly the unknown of Brutus might stir things up a tad but doubtful.
How strong could it really be?
