Yes -- the rules have been revised as to cover most possibilities...  Last time
there was a problem pointed out about different versions of the same program,
and I didn't feel it was fair to change the rules at the bitter end (the day
before the tournament...)  Check the guideline webpage out for the current set
of rules (majority vote...)

Yes, I was also upset that many Europeans and those in Southeast Asia couldn't
compete due to an oversight on tournament time..  It was at 19:00 (7pm ICC time
before...)  It has been set for 12:00 ICC time now, which should fix the
problem..  7 hours earlier...  :)
