Correct. Allowing such a blocked pawn structure simply negates the great strength of the computer. But note that it is _impossible_ to avoid all blocked positions if your opponent is insistent on blocking them. So in addition to trying like mad to avoid them when possible, the program also needs some basic knowledge about pawn levers so that it at least has a way to unblock things at the right moment.
