It depends on the position and I think that it is equal. you can use rook=5 bishop=3.25 pawn=0.875 and you are going to find that it is equal. If you use rook=5 bishop=3.25 pawn=1 you are going to find that rook and 2 pawn are better than pair of bishops and I do not think that it is correct. the number that I give seems to cause less mistakes but still you cannot say what is better without special rules.
