I guess you're assumption is wrong. h3 might not grant white any advantage from
the right to do the first move, but is not really spoiling much. In many lines
for black h6 is a useful move. I you "read" it as a game with black plus h6 I
see no good reason why the opponetn should have any evident advantage.
