most of the time moves like h3 are played in closed games (In wich tempo is not
of so much importance)
to keep the tention in the centre like in the Ruy Lopez
the bad part on such moves is that it can become a target
for a start on a kingside attack that is if White castles kingside.
And After 1 h3 Black has an open choise to solve it's openings problems quickly
And it is for this reason why theoretacly it can't be called a good openings
move.
