Crafty doesn't quite do that.  It generates captures and non-captures
separately, but the others are really not "generated" so much as "just tried
before moves are generated."

In any case, for ETC you do need the complete move list although you _could_
generate the moves one at a time and try each.  Once you try one that leads to
a cutoff, you stop there...
