If your scores were typed, then OCR software would be a possibility - a loooong time ago I had an address for some Mac chess OCR software, but it sounds like these are hand written. Here are my thoughts: 1) On a regular desktop computer with screen entry, this task is greatly aided by "smart move completion" software, where you just point to the square to be moved to, and the software highlights the piece it thinks you want. I think there are a number of packages which do this - on the Mac I use ExaChess for this. The problem with screen entry is the looking back and forth between the screen and the board. The benefit is the instant feedback. 2) A touch typist could easily be your best bet - no looking back and forth involved. Hope you used short algebraic. It will definitely need checking afterwards. Again, ExaChess is a good tool for that - it was developed for processing hand typed moves, and is relatively easy to correct mistakes - as I recall it plays up to the point where the input is not legal, and highlights that point in the text for you to fix. 3) You've got more than enough product to determine your favorite experimentally - try five games with each of your candidates, and see how long each takes (including fixing the errors). 4) Whoever does this - remember to use something ergonomic and to take frequent rest breaks - no use burning out your wrists on this. Keep us posted - I have yet to get around to entering my 1300 USCF rated games from my handwritten scores.
