Qb7, with nice >pressure on the a8-h1 diagonal. I think that still black has some problems to resolve. After ...c5/ dxc5 Bxc5/ Rad1 Qc8/ Ne5 your plan is stalled temporarily. The queen still does not have a comfortable place to stay without getting in the way of the rooks. I do not think that Qc8 is a natural place for the queen when the rooks are not connected.
