It's an interesting discussion! With my own limited chessknowledge I find it
hard to judge what is the best move but I can see what the computers say about
it.

Some more Rebel perspectives: I checked the position with Rebel personality Q5T,
CM8777 is entering so why not also Q5T I thought, it wants to play Ne1 fairly
quickly and I don't think it has such a simple "8 pawns are bad" rule.

However it judges the position in favor of Black, so I don't know if there
shouldn't also be a rule "Don't open up the position if you are behind, unless
that is the only way to do something against a coming offensive" Maybe that rule
after calculation would still say that Ne1 is actually indeed better than trying
to hide behind the pawnchain, as I say, I find it a difficult position.  Maybe
White is better. So this is what Q5T thinks, I had Century 2.0 running in duplo
at the same time (On Celeron 500 MHz) so the times given don't say much.

Rebel Century 2.0 itself after some time also plays Ne1 in the above position,
actually also at ply 11. However Rebel Century 2.0 seems to take a longer time
to resolve the extensions. Maybe just bad luck? I would have to try again to see
exactly how long as here it was partly running in the background. So maybe it is
a good testposition for Ed, if it is just about depth I think versions of Rebel
tuned for depth might get the position earlier?:
