I think that it is a bad time management.
I could understand using 1/3 of the regular time for easy moves but not less
than 1/10 of it except cases that the move is forced and the second best move is
a checkmate or the difference between the best move and second best move is a
queen and not 1.xx pawns.
Another case when I can understand using no time is if the previous move of the
opponent was forced.
In that case the engine can use the relevant time in the previous move but I see
no engine that does it(I may try to do it in the future but not in the near
future
Note that not all the engines agree that Kd1 is forced
