Using an testing version of Chessmaster 9000 (which uses tablebases), the
position was played out as follows (in a total of about 12 seconds from start to
finish):

[Event ""]
[Site ""]
[Date "2002.3.28"]
[Round ""]
[White "Chessmaster"]
[Black "Chessmaster"]
[TimeControl "600"]
[Result "0-1"]
[Setup "1"]
[FEN "8/8/8/4k3/3q4/3R4/2K5/8 w - - 0 24"]

1...Qa1 2.Rf3 Qe1 3.Rd3 Ke4 4.Rd6 Qf2+ 5.Rd2 Qc5+ 6.Kb3 Qb5+ 7.Kc3 Ke3
8.Rd1 Qc5+ 9.Kb3 Ke2 10.Rb1 Kd2 11.Rb2+ Kc1 12.Ra2 Qd5+ 13.Ka3 Qe6
14.Ra1+ Kc2 15.Kb4 Qe4+ 16.Kc5 Qe5+ 17.Kb4 Qxa1 18.Kc5 Qf6 19.Kd5 Kd3
20.Kc5 Qd8 21.Kc6 Kc4 22.Kb7 Kb5 23.Ka7 Kc6 24.Ka6 Qb6# 0-1

So, apparently, it is a forced Mate in 24....
