Download and run this program to verify your cpu is running 1.6GHz. If you are running 1.2GHz go into your bios and change the bus speed from 100MHz to 133MHz. This will put you at 1.6GHz. I can see how easily it would be for a CPU to get underclocked. No matter what mine is set to (1.2ghz through 2.1GHz) it still just shows "AthlonXP 1900+". Some boards boot up at 100MHz bus and require the user to switch between 100/133 depending on the CPU type. If your motherboard is not jumperless look at your motherboard manual for the proper jumper settings to set the bus to 133MHz.
