Subject: Queen vs two rooks

I have implemented som kind of a bad trade funktion that recognizes if a queen
is exchanged for two rooks. AFAIR having the two rooks is an advantage but in
almost every case when the program has the two rooks, it ends up losing the game
? Any ideas ?
