I read what he said and you misunderstood him.

He was talking about programs that run on the same hardware
and in one of his last posts he said that this was often
a bad excuse for programs that did not perform well.

Here the excuse for the fact that palm tiger is not good at blitz relative to
hardware that is 100 times faster is obvious
