I do not think that you are right.

I think that 2100 players have practical chances against IM's and losing in a
long endgame is something that can happen often if you play against IM's.

The number of moves is also totally unimportant for the rating.

One player may win short games and another player may win long games against the
same opponents and it does not mean that the player who wins short games is
stronger but only that the styles are different.
