But that is not true for all humans. More time also benefits the programs. They can search deeper and in critical positions. I do not know if more time would help GM Smirin, I do not recall time trouble for him, also he agreed to play at this time control. 60min + 10sec is a little shorter than standard FIDE, but not a lot.
