The program itself can be static, but the settings and book should be fair game for the programmer to set/change between games. I for one do not like to hear that program x used the wrong settings or book or whatever. The biggest issue I see is the funding for this, I would like to avoid any motivation issues. A second issue is that there have been matches with lower rated IM's and FM's in the past, however, when the results are in, some have complained that the results were some how tainted since the Human was not a "young GM with a rating above 2550" or something like that. There may be some very good 2300 to 2400 players that can perform well against the comps.
