  If it was a human instead of a program, the "technical difficulties" could be
some illness or any health problem. If in a "human" tournament I feel so bad
that I can't continue the game I would probably resign, and if my position was
winning, I would expect my opponent to offer a draw instead, but nothing forces
him, so he could simply take the whole point.
  I think both players were gentlemen in this game, but according to the rules,
if a player can't finish his game, he lose on time.
