Some people do use :) and :-) to mean they are joking, but many people use them
instead (or also) to show general "good will" or to indicate that something they
said was NOT to be taken in a negative sense. I think ;) and ;-) are used
almost exclusively to indicate humor, which is why I prefer them for that
purpose.
Plus, ;) is at least as easy to type as :) is. :) ;)
