Nice question!! I think it is not safe to assume, consider:
1. isolated pawn but not exposed to opponent's open file, it is weak but
tolerable :)
2. doubled pawn is weak and likewise isolated doubled pawn
3. backward pawn is weak, say wpawn at b5/a4 vs bpawn at a7/b6 black's pawn at
a7 is weak.
4. not normally advanced pawn is generally weak, since we need space for our
pieces (see 3)
5. color occupied by a pawn may sometimes be considered weak.
6. a pawn in an open file is not always weak.
