No.  It is just weaker if it is on an open file and the opponent has rooks.
But if a pawn is weak, it is weak period as in the endgame it will be a
problem for defense, period.  IE I have pawns on a4 and c4, you have a pawn
on c5 and b6.  The b6 pawn is weak, period.  But it is even worse if I have
a rook to put on it...


The best definition of a weak pawn is a pawn that is not defended by another
pawn and can't be defended by another pawn.  It is weaker still if it can not
advance without being lost immediately.
