I think that if the target is to develop pieces then it takes less time to
generate a simple evaluation function.

My program has no book and does not have complicated evaluation function but it
knows to develop pieces in the opening.

It has 17.5 out of 19 in the 5th division of the winboard programs and the fact
that a lot of the opponents use books does not help them.
