No. sendmail can be configured to allow third-party relays... IE machine X can ask machine Y to relay mail to other machines. Making the email look like it originated at machine Y. This is done when people use filters like procmail and rbl to block spam site X from sending them email. Now it appears to come from site Y instead, bypassing the spam filter...
