No, that isn't true.

If you give Crafty 5 minutes or 15 minutes, you won't notice much difference, it
will kick your ass ;).
There are better programs when you want to set differenct "intelligence"
levels(possibilities in Crafty are very technical).

You could try Delfi (http://www.sira.it/msb/delfi.htm) which has easy
possiblities for setting different strengths or also Bringer
(http://www.reubold.onlinehome.de)

A good starting point to learn more about Crafty and how to get it run well with
WinBoard and tablebases is http://cafelatte.domainvalet.com/chess/ . It will
probably answer all your questions.
