"Publishing" has two meanings here.

First of all how to publish a game here in PGN (with Fritz). Save the game as
PGN, and copy and paste the text here.
This is basic operation. Open the database with your game (F12), right click on
the game in question and choose output>selection to textfile>PGN.
When opening the PGN-file with a text editor you can use standard Windows
operation CRTL-A, CTRL-C and CTRL-V to select, copy and paste.

Secondly the CB GUI has a publishing feature, making it possible to publish
tournaments online. You need webspace or a weserver to do that. When running a
tournament you can choose for the "publish" option. Click on it, fill out the
webserver name, your account name, your password, and eventually the target
directory and start the tournament.

BTW Fritz *has* a help file; it always pays to browse it from time to time
looking for answers.
