The difference of local and global variables may affect in speed of few nodes per second. Why do you care much? Just follow a simple rule of programming: use local ones as much as you can. Surely TSCP is not optimal. Tom has tried to write a good program, both for training and performance. Thus, IMHO, TSCP is little mixed between fast code and readable code (however, it is still an excellent gift for beginers). You can do a lot of things to make it either faster or easier to read. If you want to learn how to write a fast code, I suggest you to learn from Crafty or top level engines' source codes.
