Best in what sense?
All the programs book was designed accordingly to the style of each program,
this is true for all chessbase programs except perhaps for Chesstiger14 and
Shredder6. So obviously it is less likely that you will get a better result if
you let fritz7 use junior7 opening book or let hiarcs8 use shredder6 opening
book.

In general Numzo8's book was said to be a good one, so is shredder6 Classic.
