Yes, after 62...h4! Black can force Black into a zugzwang, but as to the
question why engines don't see it, it is possibly more than a simple null-move
issue. I asked Fritz and it wanted to play 63.e3!? thinking that after 63...Nxf3
64.exf4+ exf4 65.Re8 it was only slightly worse and gave an evaluation that was
inferior to the same position with the king moving around f6 and g6. It took it
13 plies with 63...Nxf4 on the board for it to change its eval to about -2, so
the question may be more one of depth. I haven't looked to see what it initially
thought was good about 65.Re8.
