I don't follow this line of reasoning.  _all_ "chips" are made with one
purpose in mind:  "sell as many as possible".  You don't design a chip for
a very small market, and hope to make any money for it.  That is why the Cray
didn't use a "chip" at all.  You design a chip so that the R&D cost can be
amortized over a bunch of individual chip sales to drive the cost down.  IE
chips are definitely "mass market" items.  Not one-off things...
