I'm 99% sure white can't win with best play by black.

Black can forever make moves with his rook along the 7th rank.  With that as
black's plan, white, to win, would have to get his king on g6, a bishop on the
g7-a1 diagonal, and shield the rook from the g7 pawn with the bishop.  Of course
then white can play rxb because there's nothing left to cover the shield bishop.
