Maybe you should try linux without Xwindows. It is perfect development
environment - powerful command line, all GNU tools and libraries, virtual
terminals, etc. In this setup linux is small and fast - after removing unneeded
drivers and services I get under 4MB of memory usage after startup.

If you must run in graphical environment (for example for web browsing), try
one of lighter window managers. I would recommend WindowMaker. But, if you
develop under DOS, why not switch to text-only linux for development?
