You are probably failing to make a connection for "active" ftp: due to a firewall between you and the ftp site. (This is indeed the point in the transaction at which things would fail: at this point your ftp client opens up a new port for the server to connect to: if you are firewalled, then the server cannot get through to that port on your machine.) Try setting your ftp client to "passive" mode. (This asks the *server* to open up the extra port, and your client will connect to it.)
