This is distribution-dependent, I guess. It's certainly not a feature
of normal, standard X-Windows.

You are misunderstanding the GPL here. There is nothing that requires
a distro to be downloadable. SuSE hasn't been for quite a while.

They only have to include sources for the stuff they distribute
that is GPL'ed.

Including some sources =/= offering _everything_ for download.
