The playing rules are completely identical to Hong Kong 1995. Where are all the changes which were taken on players meetings in 1997, 2000, 2001. In 1999 i had major problems to adjust the clock time to the real clock time when opponents started claiming. Especially the spanish team Ruy Lopez who joined for the first time and who had read the rules, they didn't know anything from adjusting the time. They were right it appeared later, the hong kong 1995 rules were copied to the wcc 1999 rules, instead that changes to synchronize the clock as appointed in 1997 players meeting, was added to the rules. The ICCA seems incapable of modifying a few rules here, which make life for operators a lot easier. Anyhow i have the solution to this problem using the existing rules. This year i run under my own graphical interface again and i will print in it the question: "please modify my clock if you feel the need for it" So at any time of the game i can modify the clock then because the program asks for it and this is visible on the screen. In 1999 i was running in textmode and not showing this line, assuming decisions taken in previous players meetings would get into the rules. In 2000 the issue was adressed in the players meeting again, so synchronizing the times was possible there. In 2001 it was again adressed in the rules so it was again possible to use it. This time i won't raise it in the players meeting. Instead i will print something onto my screen and assume i can do this time more than i could do in 1997 , 2000 or 2001. I will modify the clock times to any time i like it to get. So possibly not only syncrhonize it. The rules clearly say now: "All monitors must be positioned so that the operator’s activities are clearly visible to the opponent. An operator may only: [a] enter moves, and [b] respond to a request from the computer for clock information. This latter activity must be observed by the Tournament Director or his designate. If an operator needs to enter other information, it must be approved ahead of time by the Tournament Director. The operator may not query the system to see if it is alive without the permission of the Tournament Director." So all i have to do is modify it after i ask someone to watch my modifications to the clock time, *whatever* changes i wish to make to the clock time.
