It won't get even to 4GHz on 0.13 micron process.  Already at 3GHz it has

The transistors are probably identical, it's the chip design and process
technology that matters here.  Intel probably is better in this regard.

Not a chance, IMO.  I give it at most 10GHz before they have to design a
completely new core.  I could be wrong.
