Vincent,

Try the MingW/MSYS setup for Windows (http://www.mingw.org and
http://sourceforge.net/project/showfiles.php?group_id=2435).  This group has a
Windows port of the GCC 3.1 compiler available.  I've been playing around with
it for the past week or so.  If you need a list of packages to download, drop me
a note at the email in my profile.

I've also been able to compile the GCC 3.1 compiler in my Cygwin environment for
Windows (http://sources.redhat.com/cygwin/).  It was a little time-consuming,
though, so you might want to wait until Cygwin updates their environment.
